지난 3월 31일부터 4월 4일까지 런던에서 개최된 제 57차 해양환경보호위원회(MEPC)에서 다뤄진 주요 논의사항에 대하여 첨부와 같이 알려드리오니, 업무에 참고하시기 바랍니다.

■ MARPOL (Prevention of Pollution from Ships), 1973/78

정식 명칭은 International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL 73/78) 이며, 해상오염방지협약 이라고 불린다.


MARPOL 은 선박에 의한 해양오염을 방지하기 위한 국제 협약으로 1973년과 1978년의 조약을 근간으로 지속적으로 개정되어 왔다.

1973년의 MARPOL 조약은 기름(Oil), 화학제품(Chemical), 포장된 상태의 유해물질(Harmfl Substances in packaged form), 쓰레기(Garbage)와 오수(Sewage)에 의한 오염에 대하여 규정하였다.


1978년의 조약에서는 그 당시 발생하였던 일련의 사고들에 대한 대책으로 유조선의 안전과 오염방지를 위해 밸러스트의 분리(Segregated Ballast) 요건을 강화하는 내용을 채택하였다.


1973년 조약이 아직 발효되기 전에 1978년 조약이 채택되었으므로, 이 두조약은 하나로 흡수되어 MARPOL 73/78 로 불리게 되었다.

◆ MARPOL 73/78 Annex VI 발효에 따른 ISM 절차서 반영 ◆

MARPOL 73/78 부속서 VI “선박으로부터 대기오염방지를 위한 규칙”이 2005년 5월 19일 발효됩니다. 이와 관련하여 안전경영시스템(Safety Management System) 절차서에 MARPOL 73/78 부속서 VI의 내용이 반영될 수 있도록 첨부와 같이 요약하여 제공하오니, 각 선사의 담당자들께서는 이를 숙지하시어 적극 반영하시기 바랍니다.

The international situation to apply 13G & 13H of MARPOL Annex Ⅰ

This is to inform you IMO Circulars presently communicated to the organization regarding to the policy of each Party to deny entry into the ports and ban oil carring of single hulled oil tankers.

The revised regulation 13G and new regulation 13H of MARPOL Annex Ⅰ adopted by resolution MEPC.111(50) entered into force 5 April 2005. Para. (8)(b) of the revised reg. 13G and Para. (8)(b) of the new reg. 13H, on its parts, entitles a Party to deny into its ports or oil carrying of single hulled oil tankers. And this information shall again be communicated to the organization for circulation to Parties.

ISPP certification under Annex Ⅳ of MARPOL

Please, reference is made to the attached Technical Information(2008002/IMO) on the a.m. subject.

* Note :

Annex Ⅳ of MARPOL already entered into force on 27th September 2003. ISPP(International Sewage Pollution Prevention) Certificate therefore shall be retained on vessel subject to the Annex Ⅳ within the designated period.

As the grace time of 5 years for existing ship on this Convention is almost approaching to the limited date which is on 26th September 2008, ship owners and technical managers subject to this matter are advised to ensure that ISPP Certificate under Annex Ⅳ of MARPOL shall be retained on board.
